How to Identify Endocrine Disruptors on Your Cosmetics Labels

There is no official list of endocrine disruptors in cosmetics under EU regulation. Substances are restricted one at a time, after scientific assessment — and that is the first thing to understand before reading anything else on the subject.

The absence of a list is why the topic is so confused. Every site offers its own, often without saying where it came from. This guide sticks to what is actually documented: what the EU restricts, what it is currently assessing, and how to read those names on a label without drawing more from them than they support.

What an endocrine disruptor is

An endocrine disruptor is a substance capable of interfering with the hormone system — by mimicking a hormone, blocking its action, or altering its production.

The regulatory difficulty is proof. Establishing that a substance disrupts the endocrine system in humans, at the doses and exposure routes involved in real cosmetic use, requires a body of evidence that few substances assemble conclusively. Hence files that stay open for years, and careful wording like "suspected" or "not confirmed".

How the EU actually regulates these substances

The EU Cosmetic Products Regulation has no "endocrine disruptor" category. It works through annexes: prohibited substances, restricted substances with maximum concentrations, and permitted UV filters and preservatives¹.

When concern emerges about a substance, the Commission refers it to the SCCS — the Scientific Committee on Consumer Safety — which issues an opinion. Depending on that opinion, the substance is banned, its concentration lowered, its use restricted to certain product types, or left unchanged.

The Commission issued a call for data and then built a prioritisation list starting from 28 substances to be reassessed for endocrine effects². It is a working list, not a blacklist: appearing on it means "to be re-examined", not "dangerous".

Five substances were assessed first: resorcinol (a hair dye), propylparaben (a preservative), and three UV filters — octocrylene, homosalate and benzophenone-3. Others followed: 4-MBC, BHT, kojic acid, genistein and daidzein².

Propylparaben is a good illustration of why caution cuts both ways. Its concentration was lowered in 2014 as a precaution³. Then in 2021 the SCCS concluded it is safe up to 0.14% and that its suspected endocrine-disrupting properties cannot be confirmed on the basis of the data collected⁵.

In other words: the restriction is real, the proof of effect is not. Both facts matter.

How to spot them on a label

There is no mandatory labelling. No symbol, no warning: the only method is to read the INCI list and recognise the names.

Three useful habits:

  1. Look for the names in the table above, particularly in sunscreens (UV filters) and hair dyes.
  2. Check the position. A UV filter is necessarily present in meaningful quantity — that is its job. An antioxidant like BHT at the end of the list is at trace level.
  3. Factor in how you use it. A leave-on product applied daily over a large area is not the same exposure as a shampoo rinsed off in thirty seconds.

That third point is the one blacklists consistently ignore, even though it is the biggest driver of real exposure.

What to conclude — and what not to

A substance permitted in EU cosmetics is permitted up to a maximum concentration judged safe after assessment. Appearing on the prioritisation list means the Commission wants to re-examine a file in light of recent data. That is a regulatory system updating itself, not an alarm.

Two reasonable habits, if the subject concerns you:

  • For daily leave-on products (sunscreen, facial care), favour formulas whose composition you can actually check over ones carrying an unverifiable claim.
  • For young children and during pregnancy, more caution is justified — and indeed most of the existing restrictions target exactly those situations.

Is there an official list of endocrine disruptors in cosmetics?

No. The EU Cosmetic Products Regulation does not establish a list of endocrine disruptors. Substances are regulated case by case, following assessment by the SCCS, the European Commission's scientific committee. The Commission has, however, built a prioritisation list starting from 28 substances to be assessed — which is not the same thing as a list of banned ingredients.

Are parabens endocrine disruptors?

It depends on the paraben. Five long-chain parabens have been banned in EU cosmetics since 2014. Propylparaben and butylparaben remain permitted but their maximum concentration was lowered to 0.14%. For propylparaben specifically, the SCCS concluded in 2021 that it is safe at that concentration and that its suspected endocrine-disrupting properties cannot be confirmed on the basis of the available data. Methylparaben is not in the restricted group.

How do you spot an endocrine disruptor on a label?

There is no mandatory labelling for it: you have to read the INCI list and recognise the names. Substances currently under priority assessment include Benzophenone-3, Octocrylene, Homosalate, 4-Methylbenzylidene Camphor, Propylparaben, Butylparaben, Triclosan, Resorcinol, BHA and BHT. Their presence means a substance is being reviewed, not that it is banned or unsafe.

Is a product containing one of these substances dangerous?

Not automatically. Any substance permitted in EU cosmetics is permitted up to a maximum concentration judged safe after assessment. A substance on the prioritisation list is one the Commission wants to re-examine in light of recent data — which is how a functioning regulatory system works, not a warning sign. Dose, frequency of use and where you apply it matter far more than the presence of a name.
